Water System Master Plan Services

The City of Palo Alto, California is seeking engineering consulting services to develop a comprehensive water system master plan. The agency needs to assess its potable water distribution storage, pumping operations, water supply, distribution piping network, and potable water facility sites. This study will focus on asset management, energy efficiency, and supply resiliency to guide a proactive capital improvement program for the next five, ten, and twenty years. The selected contractor must update the city's hydraulic model in WaterCAD, incorporating all water pipes replaced since 2019. The scope of work includes preparing a water demand projection worksheet for new developments by use type, using historical data to assign demand by square footage. The agency also requires target fiscal years, maps, and descriptions for each proposed capital improvement project. The project involves creating a new model scenario for an extended period simulation for water age. The final deliverables must include WaterCAD model files of a two-month extended period simulation, water age, chloramine decay, and operational scenarios. The agency requires all performance of the work to occur offsite. Only organizations based in the United States are eligible to bid on this opportunity. The agency has not disclosed a specific budget and is looking for proposals to define the cost. Bidders must attend a pre-bid meeting on July 8, 2026, and submit all questions no later than July 24, 2026.
