Greenbelt Program Manager Service

The Jasper County government authority in Ridgeland, South Carolina is seeking a vendor to provide greenbelt program manager services. The agency needs a partner to deliver program and financial management, project management, and due diligence for greenbelt projects. This initiative aims to establish a comprehensive greenbelt study and a recommended greenbelt plan, while excluding program management for projects submitted and awarded through the sales tax program. The selected partner will develop consistent design criteria, standards, and specifications for use on projects developed by the program. The scope of work requires the development and maintenance of a program financial plan to forecast program revenues, project expenditures, and cash balances in accordance with the greenbelt plan. The agency also requires the determination of a method to evaluate project benefits and costs, conduct risk analyses, make recommendations, and provide quarterly financial reports. The program manager must incorporate feedback and priorities from local conservation and historic resource partners and stakeholders. The agency requires the vendor to review and maintain all project-related correspondence and files. Eligible bidders must be onshore United States organizations, and the performance of the work can occur onsite or offsite. The agency is looking for proposals to establish the budget for this initiative. The contract period will span five years.
