Technical Support Service for Improve Global Health Security Systems

The government authority located in Washington, DC, is seeking technical support services to improve global health security systems. The agency requires the implementation of technical support and capacity-strengthening activities that directly contribute to four specific objectives. These objectives include strengthening detection capacity and laboratory systems, developing sustainable surveillance systems, enhancing data capabilities, and providing targeted outbreak detection and response support. The scope of work covers outbreak preparedness, detection, and response systems by strengthening national and subnational coordination structures, including incident management systems and emergency operation center functionality. The selected vendor must support the integration of disease-specific response platforms into routine epidemic preparedness mechanisms. Additionally, the project requires national laboratory systems strengthening through improved network functionality, specimen referral, biosafety, and quality management. The agency also requires the introduction or strengthening of diagnostics, including multiplex or genomic approaches, where aligned with national plans. The scope includes zoonotic disease and One Health surveillance to strengthen integrated surveillance across human, animal, and environmental health sectors. The vendor must support hotspot mapping, targeted surveillance, and risk assessments for priority zoonoses, as well as risk communication and community engagement. To qualify for this opportunity, bidders must be onshore organizations based in the United States. The performance of the requested work must take place onsite.
