Hearing Officer Services for Code Enforcement and Animal Services

The City of Redlands, California is seeking a qualified vendor to provide professional hearing officer services for code enforcement and animal services. The agency requires an independent authority to resolve disputes, review evidence, and issue legally binding decisions regarding municipal code violations and animal control matters. This initiative aims to ensure fair, orderly, and legally compliant administrative processes for the municipality and its residents. The selected partner will conduct administrative hearings, administer oaths, take testimony, question witnesses, and manage the presentation of evidence. The scope of work also requires reviewing case files, inspection reports, notices, photographs, audio and video recordings, and animal control reports submitted by city staff and appellants. Additionally, the hearing officer must prepare written decisions containing findings of fact, conclusions of law, and clear reasoning supporting all determinations. For animal services cases, the officer will evaluate evidence regarding animal behavior, public safety risks, prior incidents, and owner mitigation efforts under municipal and state laws.
