Strategic Planning and Facilitation Services

The participating Canadian municipalities are seeking a vendor to provide strategic planning and facilitation services. The agency needs to develop individual strategic plans for each of the four participating municipalities while establishing a regional strategic alignment framework. This framework must identify shared challenges, collaboration opportunities, coordinated advocacy themes, and long-term sustainability considerations. The project aims to strengthen governance capacity and strategic decision-making through dedicated capacity building sessions for councils and administration. The selected vendor will design and deliver a series of short, focused sessions addressing strategic governance versus operational oversight. These structured regional alignment sessions will improve coordination and communication between the municipalities. To support sustainable service delivery, the agency requires future decisions to be grounded in shared data and a common understanding of long-term regional risks. The vendor must conduct a region-wide environmental scan and strategic analysis to provide the factual and contextual basis for both individual municipal planning and regional alignment. Each municipality must receive its own dedicated, facilitated strategic planning process tailored to reflect its unique identity, capacity, and objectives. Eligibility is restricted to onshore Canadian organizations. The agency requires the performance of the work to be conducted offsite. Bidders may submit responses digitally via email or online, and the agency is currently looking for proposals to determine the budget.
