Dispute Resolution Facilitated Individualized Education Program Service

The Indiana Department of Education is seeking a vendor to provide dispute resolution facilitated individualized education program (FIEP) services. The agency needs to prepare up to sixteen facilitators, including mediators, former hearing officers, and knowledgeable individuals, to conduct neutral and structured IEP meetings. This initiative aims to resolve disputes and improve the special education processes that govern the development, implementation, and revision of IEPs. The selected vendor must develop and deliver a comprehensive, multiday virtual training program that combines synchronous and asynchronous learning. The curriculum must align with federal and state legal frameworks, utilize adult learning strategies, and feature defined learning objectives with expected outcomes. The training must be completed within one to two weeks of its start date, offering at least two weekday schedule options between 8:00 a.m. and 5:00 p.m. EST in manageable blocks of two to six hours per day. Eligible bidders must be onshore organizations based entirely in the United States. The agency requires all contract work to be performed offsite from the vendor's own location. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is currently open to all competitive budget proposals. The agency will evaluate proposals based on the vendor's ability to meet the structured curriculum requirements and scheduling constraints. All clarifying questions regarding this procurement must be submitted to the agency no later than June 29, 2026.
