Design of Police Promotional Sergeant Assessment Services

The City of Elgin, Illinois, is seeking an independent professional consultant to design and facilitate promotional testing services for the position of Police Sergeant. The agency needs to establish a structured testing and interview process to identify qualified candidates for promotion within its police department. The selected consultant will collaborate directly with the Chief of Police to review sergeant duties and determine the specific questions to include in the written examination. The scope of work requires the consultant to prepare the written examination and submit it to the Chief of Police for review and approval. On the day of the written examination, the consultant must provide candidates with an opportunity to review their tests and challenge any questions they perceive as vague, poorly worded, or possessing multiple correct answers. Additionally, the consultant is responsible for selecting qualified individuals to serve as assessors for the assessment center exercises. Eligible bidders must be onshore organizations based in the United States. The agency permits the performance of the work to occur offsite.
