Program Partner Services

The Town of Southbury, Connecticut is seeking a program partner to provide technical expertise, outreach support, implementation services, stakeholder coordination, performance tracking, and reporting assistance for its waste reduction efforts. The partner will help the municipality solve waste management challenges by developing public education campaigns, print and digital outreach materials, and initiatives to reduce contamination and increase recycling participation. Additionally, the partner will design pricing strategies that prevent illegal dumping while accounting for household size, ability to pay, and community needs. The scope of work covers supporting organics diversion programs, educating the public on food scrap collection, and assisting with data collection and waste characterization. The partner will establish project timelines and milestones, gather data to evaluate long-term financial and environmental feasibility, and support the evaluation and implementation of both pilot and permanent programs. All work will be performed offsite. Only organizations based in the United States are eligible to bid on this opportunity. Bidders must submit their proposals digitally, either via email or through an online submission portal. The agency has not disclosed a specific budget and is currently looking for proposals to determine pricing.
