Small Business Outreach Program Consultant Services

The agency is seeking a consultant to provide small business outreach program services. This consultant will collaborate with internal outreach staff to identify, engage, and promote diverse businesses. The primary goal is to expand the reach of the small business outreach program through targeted communications, stakeholder engagement, and public awareness campaigns. The scope of work covers organizing networking and business engagement events, as well as providing training to both staff and businesses. The consultant will educate businesses on the set-aside program and guide them on preparing for certification. Additionally, the selected provider will deliver internal staff training and procurement education. Eligible bidders must be onshore organizations based solely in the United States. The agency allows the work to be performed either onsite or offsite. Bidders must submit their proposals digitally via email or through the online portal, and the agency is currently looking for proposals to establish the budget. The contract period will span one year from the date of award. Bidders must submit all questions regarding this opportunity no later than June 30, 2026.
