Management Development Program Services

The City of Columbus, Ohio, is seeking a qualified vendor to provide a comprehensive management, culture, and performance transformation program for its government authority. The agency is trying to solve challenges related to communication gaps, management inconsistencies, and cultural improvement opportunities across the utility. This initiative aims to create a sustainable framework that strengthens management alignment, employee engagement, communication, accountability, and operational performance. The scope of work requires the selected contractor to conduct organizational assessments, management interviews, employee listening sessions, and workshops. The agency expects the contractor to use these findings to develop a customized management and culture framework, establish behavioral standards, create baseline metrics, and provide a multi-phase implementation roadmap. Additionally, the project covers a future sustainment phase that may include coaching, pulse surveys, train-the-trainer programs, progress dashboards, organizational advisory support, and ongoing culture activation efforts. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. Bidders must submit their proposals digitally via email or through an online portal, and the agency is looking for proposed budgets within the submissions.
