Forensic Assessment Services

The Tarrant County Juvenile Services in Fort Worth, Texas, is seeking a vendor to provide comprehensive forensic psychological evaluations for youth. The agency needs these assessments to determine a youth's risk for sexual recidivism and to evaluate if, at the time of the alleged offense, the youth lacked the substantial capacity to appreciate the wrongfulness of their conduct or conform to the law due to mental illness or intellectual disability. These evaluations will assist the agency in providing appropriate intervention recommendations to the court. The scope of work requires the selected provider to deliver psychological evaluations that include specific recommendations regarding the type and intensity of necessary interventions. Providers must describe the appropriate level of intensity and intervention type in their reports rather than naming specific programs. If a juvenile discloses child abuse or neglect during an evaluation, the provider must immediately report the allegations to Child Protective Services and comply with all statutory reporting requirements. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all evaluation work to occur offsite. Bidders must submit any questions regarding this opportunity no later than June 24, 2026. The agency is currently looking for proposals to determine the budget for these services.
