Client Co-Design Initiative Consultant Service

The Canada-based issuing agency is seeking a consultant to design, facilitate, synthesize, and report on a two-phase client engagement and co-design process. This initiative aims to gather client insights to inform the development of the Inclusive Employment Partnership Program. The selected consultant will work closely with agency staff to address service gaps and design accessible employment pathways for participants. The scope of work covers two distinct phases of client engagement. In the first phase, the consultant will finalize the engagement plan, support accessible recruitment, facilitate two focus groups or interviews with up to fifty participants, and deliver a report on client needs, assets, barriers, and service gaps. During the second phase, the consultant will design and facilitate four smaller co-design sessions with approximately twelve participants to guide them through ideation and concept refinement. The final deliverables include practical recommendations for the program model, staff training, and accessibility, alongside a final report and a debrief presentation. Eligible bidders must be onshore organizations located in Canada. The agency requires the selected consultant to perform all work offsite. Bidders must submit their proposals digitally via email or through the online portal, and the agency is currently open to receiving budget proposals within the submissions.
