The Richmond Redevelopment and Housing Authority in Richmond, Virginia, requires comprehensive lawncare services to maintain the grounds of its designated properties. The agency is seeking a contractor to solve the problem of ongoing turf maintenance, debris accumulation, and landscape overgrowth. The requested scope of work covers regular turf mowing, trimming, edging, litter removal, and on-demand specialized landscaping services. For the standard mowing cycles, the contractor must cut all designated turf areas to a height between two and a half and four inches. The agency requires the use of specific equipment that prevents scalping, rutting, uneven cuts, or damage to the turf and irrigation systems. Grass clippings must be mulched or evenly dispersed without leaving large clumps or windrows. Trimming and edging tasks require string-trimming around buildings, trees, poles, signs, fences, curbs, and other obstructions during every mowing cycle. The contractor must also edge along sidewalks, curbs, and paved surfaces to maintain a clean, defined edge. To ensure a clean presentation, the agency requires the removal of litter, branches, and debris prior to mowing, followed by the sweeping or blowing of clippings from paved surfaces and ADA ramps afterward. All waste and debris generated during these operations must be removed from the work site on the same day. The agency also requires on-demand services to be performed upon request, which include leaf removal, mulching, bed maintenance, tree and shrub pruning, storm debris clean-up, and emergency mowing. On-demand weed control and herbicide application are also required, which specifically demand proper Virginia pesticide licensing. Eligibility is restricted to onshore, United States organizations only. All performance of the work must take place onsite at the authority's locations in Richmond, Virginia. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost of these services.
