The City of St. Petersburg, Florida is seeking a vendor to develop and deliver a comprehensive training program that provides an accessible pathway to entrepreneurship. The agency is trying to solve the problem of limited educational resources for aspiring entrepreneurs by establishing a structured Food Truck Academy. The project covers curriculum development, instructional design, and training delivery in person, virtually, or in a hybrid format as approved by the City. The scope of work requires the development of curriculum modules addressing food-truck concept development, regulatory compliance, food safety, business formation, financial literacy, operations, marketing, and risk management. The selected vendor must provide all labor, materials, tools, equipment, documentation, participant materials, instructor materials, and digital resources. Additionally, the agency requires the provision of office hours, coaching, project management, outcome tracking, and regular reporting to the City Project Manager. Bidders must perform all work offsite and must be located onshore within the United States. The agency is establishing a contract period of one year. Bidders must submit all questions regarding this opportunity no later than July 6, 2026. The agency has not disclosed a specific budget and is looking for proposals to determine the cost.
