Energy as a Service Partnership

An integrated health care system in Valhalla, New York, is seeking an Energy-as-a-Service partnership for the development, execution, and long-term operation of an energy transaction. The agency needs to solve complex energy management challenges while remaining committed to providing quality and compassionate medical care for patients, families, and the community. The selected provider must lead technical, commercial, and operational workstreams during transaction execution, including utility and asset due diligence, baseline validation, facility surveys, energy modeling, project scope development, financing structure evaluation, and coordination with agency advisors, counsels, and other transaction stakeholders. The scope of work covers phasing and outage planning, safety and infection-control compliance, procurement, and subcontractor management. The provider must also deliver twenty-four-seven monitoring and response, preventive, predictive, and corrective maintenance, measurement and verification, and regular reporting on energy use, costs, key performance indicators, asset condition, and sustainability performance. The agency requires the provider to be financially accountable for outcomes through guaranteed savings, availability standards, service-level requirements, payment adjustments based on key performance indicators, liquidated damages, shortfall payments, step-in rights, and other negotiated remedies. Eligibility is restricted to onshore organizations based in the United States of America. The agency specifies that the performance of the work will take place offsite. The agency has not disclosed a set budget and is looking for proposals to define the financial structure. Bidders must submit all questions regarding this opportunity no later than July 2, 2026.
