Actuarial Consulting Services

The Delaware government authority is seeking a qualified vendor to provide comprehensive actuarial consulting services. The agency requires these services to support its regulatory oversight of property and casualty rate and rule filings, including the review and analysis of workers' compensation loss reserves and discount rates. The selected partner will also submit updates to the department and manage direct inquiries to and from insurance companies. The scope of work covers the review, written analysis, and expert witness testimony for the annual compensation rating bureau filing. Additionally, the agency requires reviews of captive applications and captive annual financial reviews. The chosen vendor will also perform accident and health rate filing reviews, provide expert opinions at public hearings or comment sessions, and conduct life and annuity form filing reviews. Eligible bidders must be onshore organizations located within the United States. The agency expects the selected vendor to perform all work offsite. The authority has not disclosed a specific budget and is currently looking for proposals to determine the cost of these services.
