The agency is seeking a comprehensive, robust, technologically current, adaptive, and secure Computer Gaming System to replace its current system. The agency needs to solve the problem of managing an aging infrastructure by implementing an upgradable system capable of future software enhancements and consistent with industry standards to maintain relative capabilities and performance characteristics. The scope of work covers field services, data centres, call centre operations, retailer and player feedback, and administrative and back-office support. The requested system must include software necessary to accurately track and account for the location and status of every scratch-off game pack from the loading of the scratch-off ticket game files, during the life of the game, and after the closure of the game. The agency also requires software supporting data analytics to facilitate and assist efforts to detect anomalies that may reveal retailer fraud or other suspicious activation and cashing patterns. Performance of the work will take place offsite. Only United States organizations are eligible to bid on this opportunity. The agency is looking for proposals to determine the budget for this project. The agency will host a pre-bid meeting on July 01, 2026, and bidders must submit all questions no later than July 09, 2026.
