Water Treatment Plant Planning and Designing Service

The government authority in El Paso, Texas is seeking an engineering consulting firm to provide planning, design, and bid services for a new surface water treatment plant. The agency needs to establish a fully functional facility to manage its water treatment requirements. The selected firm will solve this infrastructure need by delivering comprehensive engineering plans and preparing the project for the bidding phase. The scope of work covers the planning and design of extensive site improvements, including grading, drainage, access, yard piping, and utilities. The project also requires the design of raw water intake canals, pre-sedimentation basins, rapid mix and flocculation/sedimentation basins, and an ozonation system with generation, contactors, off-gas destruction, and safety systems. Additionally, the firm must design biologically active filtration facilities, chlorine contact basins, chemical storage and feed facilities, finished water storage facilities, and high-service pumping facilities. The design must incorporate mechanical systems, low and medium voltage electrical distribution systems, standby power, and instrumentation and control systems with SCADA integration. The agency also requires plans for residuals handling and disposal systems, along with associated transmission, tie-ins, and system integration improvements. All performance of the work must take place onsite in El Paso, Texas. Only onshore organizations based in the United States are eligible to participate in this procurement. The agency is currently looking for proposals to determine the budget and has not disclosed a specific funding limit. A non-mandatory pre-bid meeting will take place on July 6, 2026, to discuss the project requirements. Bidders must submit all questions regarding the solicitation no later than July 10, 2026.
