Legal Counsel Service for Airport Emergency

The government authority located in Washington, DC, is seeking legal counsel services to address airport emergency planning and response. The agency needs to understand the legal requirements for an Airport Emergency Plan under 14 CFR Part 139, as well as other statutes and regulations that create emergency response responsibilities outside of this part. Additionally, the agency requires an identification of other emergency plans that airports typically implement. The selected contractor must evaluate tools that an airport's legal counsel can utilize during emergency planning and typical business operations to manage potential risks. The scope of work also requires a discussion of the roles and resources of legal counsel during and immediately following an initial emergency response, including an examination of the benefits and drawbacks of these approaches. Finally, the agency requires the exploration of two or three case studies demonstrating how legal counsel supports an airport during emergency response and recovery. Eligible bidders must be onshore USA organizations. The agency allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or through an online portal, and the agency is currently looking for proposals to determine the budget.
