Third-Party Program Model Fidelity Reviewer Services

The Iowa Department of Human Rights, Family Development and Self-Sufficiency (FaDSS) program is seeking a vendor to provide third-party program model fidelity reviewer services. The agency needs to evaluate and ensure the fidelity of its FaDSS programs under the direction of the FaDSS Program Manager. This initiative aims to verify that local program operations align strictly with the established FaDSS model standards. The scope of work requires the selected vendor to conduct two in-person and three virtual site visits. The vendor must perform eighty family record reviews, facilitate five staff focus groups, and conduct thirty-five one-on-one staff interviews. Additionally, the project includes participating in twenty-five meetings with state program staff, producing five model fidelity review reports, and delivering thirty individual staff performance reports. Eligible bidders must be onshore organizations based entirely within the United States. The agency permits the performance of the contract work to occur offsite, with the exception of the specified in-person site visits. The agency has not disclosed a set budget and is looking for cost proposals from interested bidders to determine the financial scope.
