RFI for Mail Management Services

The government authority located in Washington, DC is seeking innovative manual and automated solutions to support its mail management services. The agency needs to solve the challenge of processing, controlling, and converting massive volumes of paper and digital mail packets into standard, indexed, and searchable PDF formats. To achieve this, the agency requires a contractor-developed digitized mail handling service (DMHS) to perform mail packet processing, data extraction on a subset of source materials, and mail packet routing. The scope of work covers conversion services for source materials equivalent to an estimated 1.31 billion images, with a maximum allowable volume of 2.61 billion images. The project also requires transmitting mail packets to, or making them available for retrieval from, a mail automation service, an image repository, or a legacy DMHS. The agency will define specific image volumes resulting from centralized mail intake during the task order, including estimated, guaranteed minimum, and maximum image volumes. Eligible bidders must be onshore United States organizations. The agency requires the performance of all work to take place offsite. Bidders must submit their responses digitally via email or through an online portal.
