Organizational Assessment Service

The City of Alameda, California is seeking a consultant to conduct a comprehensive organizational assessment of its municipal departments. The agency needs to evaluate current organizational alignment, interdepartmental coordination, staffing allocations, and management structures, benchmarking these practices against comparable municipalities. This initiative aims to determine whether current resources and organizational arrangements align with the agency's operational needs and strategic objectives. The scope of work covers three distinct but related components, focusing on the entire public works department and the manager’s office, which includes the housing and human services division. The selected consultant will evaluate organizational structures, staffing levels, workload capacities, spans of control, supervisory relationships, workflows, and service delivery practices. Based on these evaluations, the consultant will develop recommendations regarding staffing, organizational design, and the appropriate departmental placement of the analyzed functions. Eligibility is restricted to onshore organizations based in the United States. The agency allows the performance of the work to take place either onsite or offsite. The agency is currently looking for proposals to determine the budget and has not disclosed a specific funding limit.
