UK - Website Development Service using CMS

The Scottish Refugee Council is seeking a website development service using a Content Management System to consolidate and modernize its digital presence. The agency needs to solve the problem of fragmented web properties by merging its main website and the Refugee Festival Scotland website, including the festival's events, programme functionality, and archive. Additionally, the project requires migrating the Cross Borders site as a preserved archive or executing an agreed retirement of selected content from that concluded programme. The scope of work covers discovery, information architecture, user experience design, and the build of one new platform. During discovery, the service provider must conduct audience analysis to identify priority user groups, their primary tasks, and content needs to recommend a prioritized content structure. The technical requirements demand a minimalist, fast, mobile-first platform with intuitive navigation, multilingual capability including right-to-left languages, and compliance with WCAG 2.2 AA accessibility standards. The requested Content Management System must allow non-technical staff to easily manage content using role-based permissions, editorial workflows, and locked template pages. Administrators require the ability to edit, reject, unpublish, and set review or expiry dates on listings, alongside automated workflows that flag broken links and pages that have not been updated. The agency also requires clear labeling and justification of any artificial intelligence tools used, as well as a detailed assessment of ethical and environmental considerations, including the carbon footprint and energy source of the proposed hosting. Eligibility is strictly limited to onshore organizations based in the United Kingdom. The performance of all contract work will take place offsite, and bidders must submit their responses digitally via email or an online portal.
