Overhead Fall Protection System Replacement Service

The Tri-County Metropolitan Transportation District of Oregon is seeking a contractor to provide overhead fall protection system replacement services at its Merlo Bus Maintenance Facility in Beaverton, Oregon. The agency needs to resolve safety issues by removing and disposing of three unsafe, tagged-out overhead fall protection units and installing three new, longer compliant systems. This project aims to restore safe working conditions in the maintenance bays while minimizing operational downtime for the facility. The scope of work requires the simultaneous decommissioning, removal, and legal offsite disposal of three existing 55-foot overhead fall protection units located in Maintenance Bays 11, 14, and 18. Following removal, the contractor must supply and install three brand-new 70-foot overhead fall protection systems in Maintenance Bays 11, 15, and 16. Installation of the new systems must be staggered one bay at a time, with the precise schedule coordinated through the Merlo Garage Manager. The contractor must modify the rail in one designated bay by cutting it down while preventing any physical interference with the existing agency heating system. The contractor must furnish all tools, rigging, hardware, specialized equipment, personnel lifts, ladders, and staging materials. The agency prohibits the contractor from using any agency-owned equipment, tools, or lifts. The contract period will span one year, and the performance of the work will take place offsite. Eligibility is restricted to onshore contractors located within the United States. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. The agency will host a pre-bid meeting on July 1, 2026. Bidders must submit all questions regarding this opportunity no later than July 6, 2026.
