Community Power and Community Choice Aggregation Consultant Services

The Town of Exeter, New Hampshire is seeking a qualified consultant to provide community power and community choice aggregation services. The agency needs to evaluate program goals, customer impacts, rate competitiveness, renewable product options, governance structures, implementation schedules, and municipal approvals. This initiative aims to establish a structured, compliant, and community-supported energy aggregation program for local residents and businesses. The selected consultant must modify the existing Electric Aggregation Plan to satisfy all statutory, regulatory, and utility requirements, including procedures for customer enrollment, opt-out, customer inquiries, and utility coordination. The scope of work also requires the development of public-facing educational materials, presentations, FAQs, and website content to explain the program in plain English. Additionally, the consultant will design and manage a competitive, supplier-agnostic solicitation process to evaluate licensed competitive suppliers and recommend the best options to the Town. The project covers program launch activities, including customer notifications, opt-out and opt-in processes, call-center and website readiness, and ongoing issue resolution. Bidders must be onshore organizations based in the United States, and the performance of the work will take place offsite. The agency is looking for proposal-based pricing, and all questions regarding this opportunity must be submitted no later than July 15, 2026.
