Comprehensive Disaster Services

The City of Santa Fe, New Mexico, is seeking a qualified contractor to provide comprehensive disaster preparedness, response, mitigation, and recovery professional services. The agency needs to enhance its organizational readiness and resilience across all phases of emergency management by supplementing existing staff capacity and subject matter expertise. The selected consultant will resolve capacity constraints by delivering on-demand emergency management support under the direction of the Director of Emergency Management or their designee. The scope of work covers project development, consultant selection processes, contract administration, constructability reviews, construction services assistance, and project bid support. The contractor will also perform construction administration assistance, construction tracking, program monitoring, field inspections, and project close-out. Additionally, the project requires the revision of existing plans, policies, and procedures, or the development of new ones directly or indirectly related to emergency management. Eligible bidders must be onshore organizations based in the United States. The agency requires all performance of the work to occur offsite. The agency has not disclosed a set budget and is looking for cost proposals from bidders. The procurement schedule includes a pre-bid meeting on July 1, 2026. Bidders must submit all questions regarding this opportunity no later than July 7, 2026.
