RFI for Air and Marine Operations Critical Incident Response Support Services

The Customs and Border Protection Air and Marine Operations agency in Washington, DC is seeking information to identify vendors capable of providing critical incident response support services. The agency needs to establish a Critical Incident Response Team support program to assist personnel experiencing trauma, stress, and crises resulting from high-stress operations. This initiative aims to provide immediate psychological stabilization, triage, and peer support to prevent long-term mental health issues among staff. The scope of work covers training, critical incident response, consultation, and ongoing program support. The selected vendor must plan, develop, and deliver initial and annual training in trauma response, stress management, crisis intervention, and peer support, including supplying all training materials. For critical incidents, the vendor must deploy on-site or remote support within twenty-four to forty-eight hours of activation to offer real-time consultation and psychological guidance. The requested services also include short-term, preventive consultations for impacted personnel to provide stabilization and referrals to local care providers rather than long-term treatment. The vendor must conduct remote consultations, debriefings, and follow-up recommendations for team members and affected staff. Additionally, the agency requires in-person support during the annual National Police Week, six to eight training sessions annually at academy locations, and one-on-one consultations for trainees and staff. Eligible respondents must be onshore organizations based entirely in the United States. The agency requires the performance of the work to be conducted offsite at the vendor's own office premises, except for the specified in-person training and event support. The agency is currently looking for proposals to determine budget expectations and has not disclosed a specific funding limit or key procurement dates in this request.
