Legislative Advocacy and Lobbying Consulting Services

Arlington County, Virginia is seeking a consultant to provide legislative advocacy, strategic advisory, monitoring, reporting, and stakeholder engagement services. The agency needs to support its legislative and budgetary priorities by developing and advancing its annual legislative package. The selected partner will represent the county's interests before state-level legislative and executive branch stakeholders. The scope of work requires the consultant to assist with the development and execution of a legislative and budgetary strategic plan. The consultant must monitor legislation and budget proposals introduced or considered by the state general assembly. Additionally, the role involves preparing, coordinating, or delivering testimony, talking points, briefing materials, and position summaries. The consultant must also attend relevant legislative meetings, committee meetings, budget hearings, and advocacy meetings in person when necessary. Only United States organizations are eligible to bid on this opportunity. The selected consultant will perform all work offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to establish the budget.
