Town Attorney Service

The Town of Johnstown, Colorado, is seeking a qualified firm to provide comprehensive municipal attorney services under contract. The selected firm will serve as the Town Attorney and provide legal guidance to the Town Council, Town Manager, appointed officials, and Town Staff. The agency needs a partner to solve day-to-day legal challenges, ensure compliance with state, federal, and local laws, and support municipal operations across all departments. The scope of work covers general municipal counsel, drafting and reviewing ordinances, resolutions, contracts, policies, and procedures, and assisting with Open Meetings Law and municipal election matters. The designated attorney must attend regular and special Town Council meetings, work sessions, and lead training sessions for the council and Planning Commission. Additionally, the role requires coordinating with outside counsel on litigation, advising on personnel matters, and guiding the Town on regulatory compliance and intergovernmental agreements. For land use and real estate, the service provider must draft land use and development agreements, advise on zoning, subdivision, annexation, and planning, and counsel the Town on quasi-judicial and legislative actions. The work also includes drafting, reviewing, and negotiating development agreements, as well as handling real estate transactions such as acquisitions, disposals, easements, rights-of-way, and leases. The representative must attend Planning Commission and Board of Adjustment meetings when requested by staff. Eligibility is restricted to onshore organizations based in the United States. The performance of all legal work will occur offsite. The agency has not disclosed a set budget and is looking for proposals to define the financial terms.
