Retrofit Integration and V-22 Production Service

The United States Department of the Navy, Naval Air Systems Command, is seeking retrofit integration and V-22 production services to support the V-22 aircraft platform. The agency requires these services to address production assessments, life cycle analysis, non-recurring engineering, and mission kit procurement. Additionally, the agency needs to solve challenges related to obsolescence management for aircraft and training systems, which involves trade studies, component testing, and bridge or life-of-type and life-of-need buys. The scope of work covers integrated logistics support, production support, prototyping, and the validation and verification of changes. The selected contractor must perform software development and infrastructure support for systems originally developed and integrated by Bell-Boeing, including avionics and air vehicle management systems upgrades. The project also encompasses the development, validation, and verification of technical publications, manuals, changes, directives, and associated logistics impacts. Logistics support requirements include developing product support packages for test and evaluation, updating interactive electronic technical manuals, and updating the publication data authoring tool. The agency also requires aircraft support consisting of engineering investigations, service life assessment support, analyses, and studies. Finally, the scope includes production line transition support to manage production line shutdown and transition to sustainment activities. Eligible bidders must be onshore organizations based in the United States. The agency requires all performance of the work to take place offsite. Bidders must submit their responses digitally via email or through the designated online portal. The agency has not disclosed a specific budget and is looking for proposals to determine the cost.
