Occupational Screening and Drug and Alcohol Testing Services

The government authority located in San Antonio, Texas is seeking comprehensive occupational health services, including pre-employment screening, physical examinations, and drug and alcohol testing for District employees. The selected provider must deliver pre-employment and post-offer physical examinations, fitness-for-duty evaluations, Human Performance Evaluations, audiometric and vision testing, and functional, job-specific assessments. The scope of work also requires drug and alcohol testing conducted in accordance with Department of Transportation regulations under 49 CFR Part 40 and 382. Testing panels must include THC, cocaine, amphetamines, opiates, and PCP. The agency requires certified specimen collection, secure chain-of-custody procedures, SAMHSA-certified laboratory services, and Medical Review Officer oversight. Program administration must cover scheduling, recordkeeping, compliance reporting, annual testing reports, regulatory support, employee training, and regulatory updates. Service delivery must occur off-site at clinic services within the service area, with options for on-site or mobile testing, random programs, and after-hours or emergency testing. Performance requirements demand that appointments be available within twenty-four hours of a request, testing be completed within thirty minutes of employee arrival, and results be reported within twenty-four hours for Department of Transportation tests. The agency also requires strict compliance with the Americans with Disabilities Act, Department of Transportation regulations, and all applicable confidentiality and data security rules. Eligibility is restricted to onshore organizations based in the United States. All work must be performed off-site at the provider's office premises.
