Planning Support Services

The Colorado government authority is seeking a vendor to provide planning support services to assist with state and federally required Work Program elements. The agency needs to enhance its capacity to respond to ad hoc analysis and reporting requests, as well as perform transportation planning, research, and analysis to support the development, maintenance, and implementation of its 10-Year Plan. The selected vendor must promote land use and transportation planning coordination in statewide and regional planning processes while supporting the integration of multimodal transportation options. The scope of work requires the creation of public-friendly communication materials, including visual and digital content such as branding, graphics, maps, videos, social media content, infographics, and data visualization dashboards. Written deliverables will include newsletters, one-page information sheets, PowerPoint presentations, short articles, summaries, and Q&A documents, with some materials requiring Spanish translation to support outreach to Spanish-speaking communities. The agency demands the ability to produce these deliverables quickly and on short notice. Additionally, the project covers corridor planning GIS support using visual story mapping to integrate various disciplines into a complete corridors framework. The agency requires active transportation data analysis, which involves leveraging Location-Based Services data, managing bicycle and pedestrian count equipment and software, and analyzing pavement marking and roadway data collected via Automatic Road Analyzer vehicles. The vendor must also assist with the implementation of the Transportation Asset Management Plan and offer support for freight planning studies, including emergency truck parking and initiatives driven by the Freight Advisory Council. Eligible bidders must be onshore organizations based in the United States. The work will be performed through a combination of onsite and offsite efforts. The agency is looking for proposals to determine the budget, and the resulting contract period will span five years. Bidders may submit their responses digitally via email or online.
