Co-Development and Consulting Services

The Housing Authority of Pineville, Kentucky, is seeking a partner to provide co-development and consulting services to assist with the repositioning of its public housing portfolio. The agency needs to improve the physical and financial condition of its properties while maintaining ownership and control of the assets as much as possible. This initiative aims to ensure the properties continue to primarily serve low-income households in the local community. The selected partner must provide the necessary staffing, expertise, supervision, and organizational capacity required to implement all aspects of the portfolio rehabilitation. Maintaining a positive relationship with the residents is of great importance to the agency, requiring a strong focus on resident engagement throughout the project. The agency expects the partner to help access both public and private resources to fund and improve the properties. Only organizations based in the United States are eligible to bid on this opportunity. The performance of the requested work will take place offsite. The agency has not disclosed a specific budget and is looking for cost proposals from interested bidders. The agency will host a pre-bid meeting on July 15, 2026.
