Retirement Plus Enrollment Response Services

The Massachusetts Teachers' Retirement System (MTRS), a government authority located in Charlestown, Massachusetts, is seeking a vendor to conduct a Retirement Plus (R+) enrollment opportunity period for approximately 11,000 eligible members. The agency needs to allow these eligible members to choose whether to opt-in or opt-out of the program through a secure process. To solve this, the agency requires a system that supports both mail-in participation and online participation using a unique personal identification number (PIN). The scope of work requires the selected vendor to print and distribute enrollment materials, including a ballot and educational inserts, via U.S. mail to the home addresses of the eligible members. The vendor must also send these materials via email, receive and process all paper and online responses, and report any returned mail or bad email addresses back to the agency. Approximately six months into the enrollment period, the vendor must print and mail reminder notices to all eligible members who have not yet responded. The agency requires strict record-keeping and data security throughout the project. The vendor must provide non-repudiation evidence, such as an image or PDF, proving that the materials were sent to each mailing address, along with evidence of each member's response to be loaded into the agency's system. Upon completion, the vendor must deliver a final database of all records and votes, and securely dispose of all electronic and paper records, providing a certificate of destruction. Eligible bidders must be onshore organizations located within the United States. All performance of the contracted work must take place offsite. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost. Bidders must submit all questions regarding this opportunity no later than June 30, 2026.
