Bus-Related Transit-Oriented Development Services

The Washington, DC-based government authority is seeking a vendor to develop a guide and supporting resources that help transit agencies and development partners implement strategies to encourage and catalyze bus-related transit-oriented development. The agency is trying to address challenges such as developers' perceptions of market risks, the bias toward developing around rail systems, and the need for stronger collaboration with state and local governments, regional planning organizations, and developers. The scope of work covers land-use policies, zoning regulations, funding and financing strategies, and methods for building community support. The project also requires addressing first-mile and last-mile connectivity, real property ownership, acquisition, development rights, development methods, and route permanence. Additionally, the selected vendor must analyze the reliability and legibility of bus service, infrastructure investment needs, and optimal street design and standards for bus-related transit-oriented development. Only organizations based onshore in the United States are eligible to bid on this opportunity. The agency requires the performance of the work to take place offsite. The authority has not disclosed a specific budget and is looking for bidders to submit pricing proposals.
