Right of Way Acquisition Services

The City of Edinburg, Texas, is seeking a qualified vendor to provide right-of-way acquisition services on an as-needed basis. The agency needs to secure property rights, easements, and temporary construction easements to support its local infrastructure projects. Through this contract, the agency aims to streamline the acquisition process by outsourcing specialized real estate, appraisal, and negotiation tasks. The scope of work covers project management, administrative services, appraisal reviews, and the preparation of appraisal reports. Selected providers will negotiate with property owners for the purchase of partial or full properties, right-of-way, easements, relocations, and temporary construction easements. Additionally, the agency requires escrow and title coordination services to handle all closing and title work. Eligibility is restricted to onshore organizations based in the United States. The agency is establishing a contract period of two years. Bidders must submit all clarifying questions no later than July 7, 2026, and the agency will accept digital proposals via email or its online portal.
