Downtown Master Plan Service

The Village of Arlington Heights, Illinois is seeking a qualified vendor to provide a downtown master plan update to guide future growth and address significant redevelopment opportunities to the west of the downtown area. The agency requires a comprehensive public outreach plan to engage community residents, businesses, and other key stakeholders through scheduled and facilitated outreach efforts. The selected vendor will analyze existing downtown conditions, focusing on commercial trends, placemaking, walkability, liability, parking, and wayfinding. The scope of work covers data collection, an existing conditions report, and the identification of redevelopment goals and potential development opportunities. The agency expects the final plan to address traffic and parking management, signage and wayfinding, placemaking and programming opportunities for both municipal and private sectors, pedestrian and multi-modal access, and implementation and financing strategies. The project will also incorporate additional themes and priorities identified by the public and the steering committee. Eligible bidders must be onshore organizations based in the United States. The agency allows the work to be performed either onsite or offsite. Bidders must submit any questions regarding this opportunity no later than July 01, 2026. Proposals may be submitted either digitally via email or online, or physically via courier or post. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost.
