Solar Photovoltaic and Battery Energy Storage Systems Installing Service

The government authority in Wilmington, North Carolina is seeking design and contract administration services to install ground-mounted solar photovoltaic and battery energy storage systems. The agency needs to evaluate and design system sizing, identify additional on-site clean energy opportunities, and determine the optimal placement and structures for the solar array and battery systems to satisfy facility needs. The project aims to solve clean energy infrastructure needs while maximizing eligibility for Section 48E Investment Tax Credit and Elective Pay. The scope of work covers developing contract drawings and technical specifications, obtaining necessary permits and encroachments, and coordinating utility interconnection with Duke Energy Progress. The selected provider must also design islanding and generator coordination, coordinate survey work if necessary, assist in the bidding process, and deliver construction administration and observation-based services. Additionally, the agency requires advisory support regarding tax credit eligibility risks and the preparation of support documentation for the elective pay application process during and after construction. Eligible bidders must be onshore organizations based solely in the United States. The performing provider must conduct all project work onsite at the agency facility in Wilmington.
