Federal Governmental Relations Services

The issuing agency is seeking federal governmental relations services to support its flood management, water resources, and environmental projects. The agency needs assistance with planning, designing, and executing these multi-purpose projects, as well as securing federal funding for flood management activities. Additionally, the agency is trying to secure federal funding specifically to improve sub-seasonal to seasonal precipitation forecasting. The scope of work also requires the selected partner to advocate for amendments to federal policies, regulations, and laws. These advocacy efforts will target federal funding structures for water resources and environmental projects, as well as floodplain management and flood insurance policies. The agency also aims to strengthen its cooperative efforts with the various federal agencies involved in these sectors. Eligible bidders must be onshore organizations based entirely in the United States. The agency requires the selected partner to perform all work offsite at the partner's own office premises. While the agency is currently looking for proposals to determine the budget, all clarifying questions regarding this opportunity must be submitted no later than July 7, 2026.
