Emergency Plan Portfolio Support Services

The City of Phoenix, Arizona, is seeking professional services to support its emergency planning portfolio. The agency needs to review, update, standardize, organize, store, test, exercise, and maintain various emergency plans. The selected contractor must review and update contact data, resource inventories, technology dependencies, facility information, and other operational details. The agency also requires a standardized annual maintenance and governance framework for the entire portfolio, alongside a review of existing hazard information relevant to water services. Additionally, the project involves developing concise quick-reference guides and establishing a repository, storage, and accessibility strategy. Only organizations based in the United States are eligible to bid on this opportunity. The agency allows the performance of work to be conducted either onsite or offsite. The contract period will span five years, and the agency is currently looking for proposals to determine the budget. The agency will host a non-mandatory pre-proposal meeting on July 1, 2026.
