Strategic Implementation Service

The agency is seeking strategic implementation and leadership coordination support for the office of compliance cross-office compliance initiatives. The required services will establish a framework for structured cross-office leadership engagement to ensure decision-relevant information is synthesized, surfaced, and acted upon in a timely manner. The selected contractor must monitor implementation activities across component offices, flag divergences early, and provide leadership communication to issue clarifying guidance when necessary. The scope of work includes conducting assessments of existing strategic and operational plans, procedures, and practices to document and define business processes. The agency requires the development of baseline measurements to assess the effectiveness of existing strategic plans and assistance with prioritizing critical output, productivity, and outcome measures. The contractor must also develop implementation roadmaps and performance measures to track effectiveness. The agency requires evidence of specific expertise, including published research, white papers, or presentations, as well as case studies demonstrating neuroscience-informed interventions in organizational contexts. The contractor must possess formal training, credentials, or certifications in applied neuroscience, neuro-leadership, or behavioral science. All performance of the work will occur offsite. This procurement is set aside for Historically Underutilized Business Zone (HUBZone) concerns under FAR 19.13. Eligibility is restricted to onshore, United States organizations only. The agency is currently looking for proposals to determine the budget and has not disclosed key dates or specific funding limits in the initial solicitation.
