Enterprise Forms Accessibility Remediation Services

The City of Tigard, Oregon, is seeking a vendor to provide enterprise forms accessibility remediation services. The agency needs to bring approximately 260 of its current PDF, Word, and web forms into compliance with WCAG 2.1 AA governmental requirements. This effort aims to resolve accessibility barriers by correcting reading order, tagging, headings, form fields, color contrast, labels, tab order, and screen-reader compatibility. The scope of work requires the vendor to deliver documented accessibility test results for all remediated forms. Additionally, the agency requires the creation of a reusable library of branded, fully accessible templates containing standardized components such as field types, instruction blocks, layouts, and error messaging. The selected partner must also provide usage guidance, version-controlled template files, and easy-to-use instructions for creating and testing future forms. To ensure long-term sustainability, the project includes documenting the full intake-to-publication workflow, covering quality assurance steps, approvals, and roles. The agency also requires online, webinar-based foundational and hands-on training for six to eight staff members, supplemented by self-paced materials and recorded sessions. Only onshore organizations based in the United States are eligible to perform this offsite work. The agency is currently looking for proposals to establish the budget for this initiative.
