Multifamily Developer Partners Service

The Fort Worth Housing Authority in Fort Worth, Texas requires qualified multifamily developer partners to support housing development, neighborhood revitalization, and redevelopment initiatives. The agency needs partners to oversee the preparation of development programs and concept plans, undertake market demand analyses, and assist with project design from market and budget perspectives. Additionally, the selected partners must prepare capital and operating cost budgets, assist with zoning and development approvals, and handle financial applications and negotiations for project closing. The scope of work covers the development of operating financial proformas, including projections for gross potential rent, effective gross income, expenses, net operating income, debt service, and cash flow. The agency requires the preparation of project development budgets that detail rents, incomes, operating expenses, and outside financial sources such as loans, grants, and tax credits. Partners must also develop conceptual building layouts, elevations, and site plans while maximizing the use of various financing vehicles and ensuring compliance with all applicable regulatory issues. Eligible bidders must be onshore organizations based entirely in the United States. The agency will allow the selected partner to perform the required services offsite. The contract term spans a period of one year, and the agency is currently seeking proposals to determine the budget for this initiative.
