Budget Process Review and Zero-Based Budgeting Consulting Services

The City of Laredo, Texas, is seeking professional consulting services to evaluate its current budget development process and assist in transitioning toward a Zero-Based Budgeting methodology. The city needs to resolve inefficiencies in its financial planning by modernizing existing budget policies, procedures, timelines, and departmental budget preparation practices. To achieve this, the selected consultant must assess the city's financial systems, reporting tools, and data usage while conducting stakeholder interviews and benchmarking against other municipalities and best practices. The scope of work requires the development of a tailored Zero-Based Budgeting framework. The chosen partner must also provide a comprehensive implementation strategy, training, and final recommendations to guide the transition. All project work will be performed offsite, and the city does not require an on-site presence for these consulting services.
