The British Columbia government authority is seeking consulting partners to provide People and Culture professional services. The agency needs strategic advisory support and thought leadership to align its attraction, retention, and reward programs with organizational strategy, values, and workforce goals. The selected partner will help assess current practices, facilitate internal discussions, and apply external insights and benchmarks. The scope of work covers four key specialty areas. First, the partner will address employee value proposition, compensation benchmarking, and job evaluation. Second, the agency requires strategic advice and a benchmarked perspective on talent management and succession planning, which may involve reviewing leadership competencies, calibrating potential, and building succession frameworks. Third, the partner must provide confidential outplacement counselling services, including career transition coaching, resume preparation, and potential employment placement for employees impacted by workforce transitions. Finally, the scope includes culture, organizational development, and change management support to assess leadership, design development interventions, and provide structured change management. Only Canadian organizations are eligible to bid on this opportunity. The selected partner will perform all work offsite.
