Comprehensive Compensation Study Services

The City of Rochester Hills, Michigan, is seeking a qualified vendor to conduct a comprehensive compensation study to evaluate its current compensation and benefits structure. The city needs to solve recruitment and retention challenges by identifying precise benchmarks and analyzing gaps in its total rewards package. The selected vendor will perform a competitive market analysis of base compensation, benefits, and historical and projected Cost of Living Adjustments across comparable public and private sector entities. The scope of work covers reviewing current city job descriptions to establish accurate benchmarks and executing a comprehensive market comparison of the city's entire total rewards package. This package includes health benefits, leave structures, and retirement offerings such as Defined Contribution pensions and Retirement Health Savings accounts. Additionally, the agency requires tailored pay strategies for historically difficult-to-fill positions and strategic best practices for managing employees who have reached the maximum step of their pay grade. The project concludes with the preparation of a final report for administrative review, a presentation of findings to the city council for formal adoption, and hands-on implementation support. The agency also requires as-needed technical support, classification troubleshooting, and advisory services during the immediate post-implementation phase. Performance of all contracted work will take place offsite. Eligibility is restricted to onshore organizations based in the United States.
