E-Learning Module Development Service

The College of Pharmacists of British Columbia is seeking a Canadian organization to deliver interactive, narrated e-learning modules. The agency is currently operating in a transitional regulatory environment where legislative and policy updates may occur during development and post-launch. To address this, the agency requires a maintainable solution that staff can update without ongoing vendor dependency, including the transfer of all source files and documentation. The project scope covers project development, content development, instructional design, and learning management system selection. The selected proponent must translate complex legal documents, such as the Health Professions and Occupations Act, agency Bylaws, the Pharmacy Operations and Drug Scheduling Act, and the Code of Ethics, into digestible learning content. Instructional design requirements include creating interactive elements like case-based scenarios, drag-and-drop activities, slider scales, and varied assessment mechanisms. The agency requires the proponent to help identify, evaluate, and integrate a final Learning Management System, which has not yet been selected. Because agency subject-matter experts have limited availability, the proponent must structure engagement to minimize the burden on these experts. The final scope, structure, and number of learning modules will be refined during the initial discovery phase. Eligible bidders must be onshore organizations based in Canada. The agency expects all work to be performed offsite. Bidders must submit their proposals digitally via email or through the online portal, and the agency is currently looking for proposals to determine the budget.
