Print and Mailing Services

The City of Bellingham, Washington is seeking a vendor to provide high-volume print and mailing services. The agency needs a provider to receive city-approved electronic files, print the documents, insert them into envelopes or prepare them as postcards, apply postage, and deliver the mail pieces to the United States Postal Service. This system must accommodate both city-provided files for batch processing and department-initiated print and mail requests. The scope of work covers specific printing requirements, envelopes, inserts, materials, and mailing and postage requirements, including local mailing and mail entry. The selected provider must also manage reporting, quality control, security, confidentiality, data retention, business continuity, and backup capabilities. The initial phase of the contract requires implementation, testing, and transition services. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to take place offsite. The contract period will span two years, and the agency is currently looking for proposals to determine the budget and pricing structure.
