Environmental Process and Procedures Manual Development Services

The agency is seeking a vendor to provide environmental process and procedures manual development services. The project aims to establish structured guidelines, quality controls, and workflows to support an environmental assignment process. The selected vendor will develop and execute a public and agency involvement plan featuring two engagement events, specifically covering preapplication early public, agency, and tribal engagement, as well as the draft assignment application. The scope of work requires the vendor to attend progress meetings and prepare meeting notes to guide the format, direction, and application of the process and procedure development. The agency requires the creation of quality assurance and quality control process documents, along with recommendations for internal procedures, workflows, and integration procedures. Additionally, the vendor must conduct an organizational capacity assessment and develop an assignment management plan that incorporates audits and reporting. To maintain project momentum, the vendor must lead monthly virtual coordination meetings, which includes preparing meeting agendas and tracking task progress and priorities. Eligibility is restricted to onshore organizations based in the United States, and the performance of all work will take place offsite.
