The Connecticut Lottery Corporation is seeking a vendor to provide an iLottery system, services, and support services. The agency requires a comprehensive solution that includes transaction processing, payment processing, networking, testing, diagnostics, programming formats, servers, and methods of integration. To ensure long-term viability, the agency requires that all system hardware and software be replaceable at any time with modern models or versions through upgrades that do not disrupt ongoing operations. The agency is trying to solve the challenge of delivering a high-performing, secure, and highly available digital lottery experience. The system must maximize performance and speed across a wide variety of devices and connection types while remaining available on an ongoing basis without interruption. Additionally, the system must secure connectivity between data centers, the Internal Control System, and any player-facing sites or mobile applications. The scope of work covers system security, auditing, fraud prevention, and software development. The system must support controls and procedures that allow the agency to audit all system access, and the vendor must notify the agency of all actions taken to prevent fraud and other security issues. For software development, the agency requires the use of agile or comparable methodologies, and the agency will retain final decision-making authority on all new software release dates regardless of holidays or other priorities. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The performance of all contract work will take place offsite. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. The agency is offering a contract term of three years for these services.
